Life insurance fraud, for example, is usually perpetrated at the point of making the application for life insurance, and is best detected by the agent’s instincts or the insurers’ underwriting processes. Property insurance fraud, however, is generally committed once the policy has been in force for some period of time, by damaging, destroying or stealing the insured property. Property insurance fraud is best detected by post-loss investigation.

They discuss the lack of educational materials covering the history of the progressive movement, particularly their implementation of eugenics and forced sterilization in order to attain a better society. According to Cargill, there are two reasons why there is a lack of teaching on these subjects. First, the progressives who spurred on this movement have been “very successful in dominating American education.” Secondly, Cargill claims that progressives wanted to distance themselves from the eugenics ideology that Hitler claimed in the 1930s. Cargill also explained how figures like Planned Parenthood’s Margaret Sanger felt justified in participating and enabling eugenics because they believed they were contributing to the forward movement of society. “You could be a racist and still a moralist because what you were doing was ridding society of the unfit so society would be more efficient,” Cargill said. “Eugenics and progressivism were, in a sense, made for each other because you had the progressives that said, ‘Look we have all these instruments that we can use to improve society and now we have this science that tells us how to do it. And of course we do have our problem because of the dilution of the quality of the American society,'” Cargill added. In the 2022 midterms cycle, the progressive movement has seen an influx of dark money in addition to IE spending to buy elections against progressive candidates. While in the immediate future there's no way to regulate such spending, an antidote has been shown in offsetting spending by already being organized. The progressive movement was birthed out of grassroots organizing, and that must remain our recipe to success no matter the money spent. This panel will focus on how campaigns can offset spending or overcome other financial challenges by building a robust organizing program, using case study examples of some of the greatest campaigns of recent that have accomplished this feat.

In 1906 the "muckraker" Lincoln Steffens published an article titled "New Jersey: A Traitor State." He was referring to New Jersey's General Corporation Law that allowed large out-of-state trusts, such as Standard Oil of New Jersey, to incorporate in New Jersey and a General Railroad Act that exempted the Pennsylvania Railroad from land taxes along the Jersey City waterfront. He also criticized the "public service crowd," especially the McCarter family that held political office as well as having conflicting interests the Public Service Corporation and the Prudential Insurance Company, and the Lehigh Valley Railroad. He followed this article in which profiled the "New Idea" Republican reform mayor of Jersey City, Mark Fagan, who fought against the corrupt alliance of political bosses and the banking and business community. The "New Idea" Republicans held power only briefly, and the City Commission form of government enacted by the Progressives under Democratic governor of New Jersey governor Woodrow Wilson failed to stop the rise to power of New Jersey's most power political boss, Frank Hague, the mayor of New Jersey, whose political base was the Irish immigrants who were discriminated against by the Protestant establishment.
