In 2007, EnerSys realized that change was coming to pipeline control rooms in the form of a new federal regulatory requirement from the Department of Transportation’s (DOT) Pipeline Hazardous Materials Safety Administration (PHMSA) requiring pipeline operators to put formal control room management (CRM) programs in place. EnerSys’ research into the proposed PHMSA CRM rule lead us to form relationships with experts outside the pipeline industry to learn from their process industry best practices and adapt them to the unique requirements of pipeline operations. EnerSys began a multi-year effort to create and then refine its tools and approach to create a complete, turn-key solution for small and medium size pipeline operators using the Best Practices available. The outcome of this effort is the EnerSys Pipeline Operations Excellence Management System (POEMS™), a product suite that combines education, consulting, training and software tools to meet the PHMSA CRM Rule for pipeline control room operations, improve operational efficiency, and reduce risk. EnerSys earliest effort in this area was to add control room management curriculum to the Fundamentals of SCADA training offered through our affiliate Gas Certification Institute (GCI). In 2008 EnerSys worked with Dr. Doug Rothenberg to create a one day CRM training program for pipeline operators. Ultimately, this early effort culminated in the EnerSys Advanced Control Room Trainer (ACRT), a platform to demonstrate to pipeline operators the “look and feel” of a best practice control room in action. During the development of the CRM training program, EnerSys realized that alarm rationalization and management would be another major issue. Alarm rationalization is a real value proposition for pipeline operators, ultimately resulting in safer pipeline operation, and central to proper compliance with the PHMSA CRM Rule. To implement the Best Practices around alarm management, EnerSys partnered with Rothenberg to implement his alarm management approach in the EnerSys POEMS solution. As we became more involved in control room operations we were introduced to Ian Nimmo, who specializes in human factors relating to the control room environment and human-machine interfaces (HMI) with special focus on de-cluttering screens, improving incident response time, and reducing operator fatigue. In 2009 EnerSys created a formal partnership with Mr. Nimmo to incorporate his intellectual property into the POEMS High Performance HMI which is critical to operational excellence and fatigue reduction. Using shades of gray and colors only when alarms are active, allows operators to easily focus on the most important task at hand – safely operating the pipeline. One important aspect of the PHMSA rules is controller shift recordkeeping and handover. Most operators were using pen and paper, which has obvious limitations. To solve the logging and shift handover report problem EnerSys developed CRMgr™, a control room logging tool created to simplify and digitize the old pen and paper logging system used by controllers in the past.
